Ya know, I learned a long time ago there were 2 classes of people in America. Cops and everybody else.
Cops are part of a "sacred brotherhood" that have their own rules. You really have to screw up to get any serious punishment. Wise County is a prime example with Burch and Yarbrough. Leroy walked he was only a drug kingpin. Yarbrough screwed up and went all serial killer.
