Does the right-wing extremist threat constitute the formation of a new federal police force, controlled and answerable to the POTUS?

President Obama “suggested the creation of a federal police force, comparable in size to the military”. …”a federal police force could become President Obama's personal domestic political army, his own storm troopers.”

Around a million sworn to serve (excluding military).
If the President whispers, any one of these will respond.
FBI agents, CIA agents, ATF agents, DHS agents, NSA agents and police, DEA agents, DOD agents, FFA agents, Border Patrol agents, US Customs agents, Secret Service agents, Diplomatic Security Service agents, Federal Protective Service agents, Transportation Security agents, US Marshals & deputies, Federal air marshals & deputies, Animal & Plant Health Inspection Service agents, IRS agents, Coast Guard police, US National Guard, Army Military police, Air Force security agents, Naval Intelligence Police, Marine Corps Marshals, Indian Affairs police, Bureau of Land Management police, US Park Rangers, US Park police, US Fish & Wildlife agents, Federal Reserve police, Library of Congress police, National Oceanic & Atmospheric Fisheries law enforcement, US Capitol Police, US Postal inspectors, US Supreme Court Police, Veterans Affairs police; State of Texas enforcement that includes city police, city marshals, county police, constables, state police; including Highway Patrol, Game Wardens, Rangers, TABC agents and the Attorney General & its officers.

TO PROTECT & SERVE?
The big question: What reasons would America need a Federal Police Force when we already have a vast law enforcement establishment already in place?

I respect and appreciate law enforcement, but the existing judicial system isn't interested in prosecuting all our laws and politicians condemn & persecute officers when they enforce them. Does the RICO statue apply to politicians?
