~ So an illegal alien is suspected of killing 5 people, and DHS says he was formerly released from jail without ICE being notified. Once again, our government demonstrates through incompetence that it cannot protect you.
It is up to you to decide whether or not you live in a sanctuary city like Overland Park, KS, where this man was released from jail. It is also up to you to change your government if you disagree with it.

Of course, this is all blessed by a permit from the U.S. Fish and Wildlife Service. A restraining order was denied to save the elephants from captivity.

By September 2015, ICE became aware Serrano-Vitorino had returned to the country illegally after he was fingerprinted at the Overland Park Municipal Court in Kansas. He had been stopped on a traffic violation.
But ICE sent the detainer to hold him to the Johnson Co.Sheriff's office instead of the O.P police dept. so they had no notice to hold him in custody.
Overland Park is NOT a sanctuary city and is the most conservative city in the most conservative county in Kansas outside of Wichita.
