I agree that simply having the cash is not a crime, but there's something in this story that - for me anyway - doesn't pass the smell test. By that I am not implying that his money was illicit; I just don't believe they successfully kept $100G of his money if he had the proof he had just withdrawn it. He should be charged with stupidity for trying to walk around NYC with 200 large on his person, though.
